Under the direction of the Manager, the Project Manager determines user demands, establishes work priorities, and plans; directs and monitors project work. Maintains project issues and reports to health plan leadership, and communicate to local steering teams on the progress of critical path items. Relies on experience and judgment to plan and accomplish goals. The Project Manager will gather and evaluate information concerning a user's conceptual needs, estimate and schedule project activities and associated costs, coordinate and participate in analysis/design/coding activities, ensure that system changes are fully tested, ensure users are fully trained and prepared, associated guideline and procedure requirements are met, and coordinate implementation of the changes. Status/report of all active projects will be reported to health plan leadership on a real-time basis.

  • Serves as a project manager on major complex systems programming and/or implementation projects impacting multiple business areas within the health plan.
  • Oversees assigned projects including monitoring project and budgetary performance and compliance with applicable specifications, rules, regulations and laws related to business, managed care and clinical applications, preparation of initial and final systems design and documentation necessary for delivery to customer, systems, and programming; ensures quality and timeliness of work performed and final products.
  • Develops, plans and monitors project budget(s) and is responsible for delivering business and computer system applications within budget estimates, using current business and project management metrics.
  • Confers with hardware and software vendors; assists with the evaluation and selection of contract firms providing programming and analysis services and may assist in contract negotiations with vendors.
  • Coordinating with IM and Legal on renewing or new vendor contracts.
  • Performs quality assurance functions, which include validating the quality of hardware and software applications, developing test plans and strategies, conducting detailed research and analysis on software and hardware applications, and providing recommendations for application improvements.
  • Oversees projects to develop and implement large or complex projects affecting business processes over multiple interfacing areas within the health plan.
  • Establishes schedules and methods for achieving project goals and objectives, and reviews work products make corrections and coordinates staff training and development efforts.
  • Relationship Management: Develops relationships with departments based upon industry knowledge, and how business processes and technology enhancements can lead to competitive advantage. Sets direction based upon prioritized projects. Oversees projects and budgets. Advises local and corporate steering teams. Ensures projects are made up of the right people with the appropriate skill sets. Relies on experience and judgment to plan and accomplish goals.
  • Training: Works with Vendors on the following:
    • Planning for and ensuring preparation and maintenance of documentation pertaining to programming, systems operation and user documentation.
    • Translating business specifications into contractual requirements for execution.
    • Ensuring training of users on business processes.
    • Ensuring new and historical contracts are located and accessible in the contract management system.
    • Responsible for oversight of designated delegated entities with health plan subject matter experts.
    • Oversea Delegation Oversight Committee requiring an organization with committee members and required documentation.
  • Requirements Definition: Reviews, analyzes, and evaluates systems, business processes, and user needs. Works with IM and health plan stakeholders to formulate overall business strategies.
  • Performs quality assurance functions which include validating the quality of applications, developing business processes and strategies, conducting detailed research and analysis, and providing recommendations for overall process improvements. Ensures test plans are executed by qualified personnel and that test results are documented.
  • System Architectural Planning: Ensures engineering, architecture, and design of technology infrastructure to support software products. Works with technical experts to develop project plans, budgets, and technical specifications.
  • System Integration Planning: Designs plans for interfacing and integrating applications in coordination with IM to ensure successful operations. Has a working knowledge of application functions to ensure exchange information between applications. Familiar with standard concepts, practices, and procedures within this field.
  • Vendor Management and Delegation Oversight -- Manage the renewal and execution of new vendor contracts to support health plan operational needs for best value. Coordinate functions between vendors to ensure no overlap of services. Coordinate with IM (when necessary) and Legal to ensure proper contractual review prior to execution. House existing and archived vendor contracts in on the contract management platform. Ensure coordination with health plan SMEs for proper oversight/audits for delegated entities. Lead and facilitate the Delegation Oversight Committee meetings with designated committee members.


  • Bachelor's degree in a Business related field
  • Advanced knowledge of Microsoft Project
  • Must have two to four years previous experience working on information technology or business project teams and in obtaining customer requirements and other analysis activities.
  • Previous experience managing projects of small to medium scope and complexity.
  • Excellent communication skills, both oral and written, and interpersonal skills are required to effectively communicate with internal and external stakeholders at all levels, guide and lead others and provide direction.
  • Strong organizational and time management skills allowing you to manage multiple projects and deadlines.
  • Strong analytical skills and attention to detail are required as is the ability to research issues, prepare evaluations on problems and recommend viable solutions. Candidates should have good attention to details and possess the ability to define problems, collect data, establish facts, and draw valid conclusions to manage a project as described. A moderately high level of analytical and problem-solving skills is required. The ability to handle complex customer and system issues are essential. Demonstrated skills in project tracking and management projects are required.
  • PMI Certification strongly preferred.
  • Due to the nature of work performed, this position requires that the incumbent obtain and maintain a US Department of Defense Common Access Card (CAC). The initial approval will be obtained as part of the pre-employment and onboarding process via a government background investigation. Required renewals will be the responsibility of the Associate and are required for continued employment with CHRISTUS Health.
