This position is responsible for directing the administrative departments and functions of the company in accordance with the regulatory requirements of the State Departments of Insurance, Department of Defense, CMS National Association of Insurance and other regulatory and advisory organizations.

The Chief Administrative Officer is responsible for all of the administrative departments of the Health Plan, including Corporate Services/Vendor Contracting Compliance, State and Federal Regulatory Product and Contract Compliance, Product Registration and Regulatory Filings, Performance Improvement, Product Management and Plan Accreditations. These departments support all of the Health Plan Products including US Family Health Plan (USFHP), Medicare Advantage, Health Insurance Group and Individual Commercial Insurance, and future Third Party Administration (TPA) product lines. The incumbent will lead and manage administrative health plan functions of the organization in collaboration with other senior CHRISTUS Health Plan management. The position reports directly to the Chief Executive Officer, CHRISTUS Health Plan.

The incumbent must exhibit proven operational and administrative health plan expertise with a deep understanding of a provider owned insurance entity including product filings, key metrics to monitor performance and the ability to show consistent improvements to administrative, operational and financial results. This role must also provide support in evaluation of administrative cost and outcome effectiveness for Population Health and Networks and demonstrate an ability to think strategically and manage short-term and long-term goals. Strong communication skills are required. The Chief Administrative Officer must be able to communicate strategy to top-level executives while also managing all levels of staff. The Chief Administrative Officer is responsible for promoting the CHRISTUS Health mission, vision and values.


  • Bachelor’s degree required.
  • Master’s degree in Business Administration or related field preferred.


  • Ten or more years of experience in health plan administrative functions management, with significant experience in provider owned health plan(s) and health system(s).
  • Experience/Expertise in Health Insurance Exchange Products and Medicare Advantage Products highly preferred.


  • Demonstrates strong interpersonal and project management skills, with an aptitude for building high-performance, cross-functional teams.
  • Ability to interact with board members, physician and physician leaders, and leaders in the business community.
  • Previous experience in a provider sponsored health plan (preferred) or health insurance company.
  • Understanding of federal and state reporting requirements for insurance products, and understanding of overall health plan financials (balance sheet, income statement, risk based capital, and administrative staffing ratios and PMPM administrative costs).
  • Financial and Product contract evaluation and financial acumen skills.
  • Capacity to understand impact of benefit package design and provider contracts on premium pricing.
  • Responsive Self Starter.
  • Able to handle fast paced, highly complex environment.
  • Ability to lead a team effectively.
  • Poised presentation skills.
  • Experience in establishing performance monitoring systems and reporting to improve outcomes.
  • Ability to expand skills/ or current experience in alternative payment models, Medicare programs (MSSP, MA, CJR, BCPI).
  • A strategic thinker and tactical executor who is able to move an agenda from concept to reality and drives results and organizational improvement through performance outcomes.
  • Ability to work with culturally diverse groups.
